A Disney film about a
mysterious newcomer (Rip Torn) in a drought-ravaged farm town, who
grows balloons. Mara Wilson and Laurie Metcalf, also, star.
Neal's role as the town's goofball Sheriff is similar to the role he
played in "Angels in the Outfield" (both films were directed by William
Dear).
